Annie, The Dark Child

In the time shortly before the League, there were those within the sinister city-state of Noxus that did not agree with the evils perpetrated by the Noxian High Command. These outcasts sought to leave their neighbors in peace as they pursued dark arcane knowledge. The leaders of this outcast society were a married couple, a grey witch and a cabal warlock. Together they resettled their followers beyond the Great Barrier to the northern reaches of the unforgiving Voodoo Lands. This couple's child, Annie, now comes to the Institute of War to pursue her calling. The combination of Annie's lineage and the dark magic of her birthplace have given this little girl tremendous arcane power. At the age of two she miraculously ensorcelled a shadow bear � a ferocious denizen of the petrified forests outside the colony � turning it into her pet. To this day she keeps her bear, Tibbers, by her side, often keeping him spellbound as a stuffed doll to be carried like a child's toy.

In the courtyards that dot the landscape inside the Institute of War, Annie is all sweetness and light, living the carefree life of an imaginative, playful child. Champions who have met her in battle, however, will tell you that a different Annie comes out to play when she is inside the arenas. Annie has the power of destruction by fire at her fingertips, bringing fireballs to bear against her foes which fuel her magic reserves should they strike their targets down. Occasionally her spells will even stun an unsuspecting opponent. She can scorch multiple enemies by unleashing a cone of torrid flame in front of her. Annie can encase herself in a sphere of fire, boosting her protection while harming those who would dare strike her. Finally, Annie can unleash Tibbers, releasing him from his doll-prison to wreak havoc on her enemies.

Oh and, um... Annie is a jail bait.

Annie has a very high defense boost late game due to molten shield. 
She may look cuddley and squishy, but she is actually tough compared to other casters.

You get Sorceror's Boots if enemy's magic resist seems low. If it seems high, you go for Void Staff instead.

5. Summoner Abilities
1.Flash - Basic Burst/Chase mechanism.
2. Ignite - Part of burst, very common

If nobody on your team has Clairvoyance or Rally, you should get it instead of Ignite.

6. Summary

Game Mechanics/Strategy:

-Annie's passive, Pyromania relies on a counter. Keep an eye on it.
-Annie doesn't really use molten shield for its damage properties. She uses it mainly for pyromania counters. The shield does help though.
-Annie's normal attack has one of the highest ranges in the game.
-[Rule of Thumb] Harrass with auto-attack, farm with disintegrate.

Level 1:

-[Neat Trick] If you have incinerate first, cast it in your base 3x to charge it up. On the way to your lane, cast it 2 more times. Now the next incinerate will stun. Your mp should regen all the way by the time minions arrive.
-Golem/Lizard King is a good idea with your team.
-Disintegrate then normal attack right after. No matter how far the enemy runs away, the normal attack will proc if you wait long enough.
-Do not approach with disintegrate, rely on regular attacks and only cast disintegrate if the enemy gets close.
-If facing Sivir, you may not wish to use disintegrate depending on how she uses her spell shield.
-Combining Disintegrate with auto-attack results in faster attacks.

Level 3:

-[IMPORTANT] Disintegrate is darn good for farming. This spell is what separates your gold gain from everybody else.
-There is a small risk involved. If you don't get the kill, disintegrate becomes a waste of mana. 
-Practice makes perfect, Annie is one of the best early game farmers if you can use disintegrate well. 

Level 4:

-[IMPORTANT] While farming with disintegrate, your pyromania will charge. Once it is charged up, try to cast a spell on an enemy champion. Use the Disintegrate, Incinerate, Auto-attack combo.
-You can use molten shield to charge up energize now.

Level 6:

-Wear down enemy enough for kill.
-Keep an eye on your Pyromania. Charge it up to 4-5. 
-Use your 3 nukes and wave bye bye.
-Time for ganks.

Level 9:

-Incinerate can nearly wipe out the ranged minions in one hit. 
-Tibbers helps a lot if you already summoned him.
-Incinerate, normal attack, disintegrate, normal attack works well too.

Late game:

-Annie's spells have really low cool-downs. Try to stay in range of target when you chase.
-Normal attacks have a slow animation and can widen distance between you and the target. If you don't have lizard buff or phage, you might want to skip out on normal attacks and just chase while your spells recharge.

7. Pros / Cons

Pros:

High magic damage.
Highest physical attack range.
Very low cool-down on spells.
Has a stun.
Great farmer.
Pretty good harasser.

Cons:

Although Annie has a stun, you can't spam it.
Low health.
Slow Attack animation.
Relies heavily on mana.

8. Creep Jungling

Always try to get the golem buff.
With the build in this guide, you can even summon Tibbers just for the golem and get away with it.

You can solo dragon if you have high hp and Tibbers. Might need some mp too so it's best to do it with some allies.

The lizard king is good if nobody else on your team is in a position to get it. Ranged players get priority over melee players.

9. Working in the team

Annie is not the initiator. She is the magic damage dealer. 
Always try to charge up your pyromania. 
Pay attention to the pyromania counter and try to use area of effect stuns.

10. Farming

Annie has 3 ways to farm.
1. Disintegrate is used for single target farming. Used constantly throughout the game.
2. Incinerate is used for killing back row minions in 1 shot. If they don't die right away, you can kill them off with regular attack and disintegrate.
3. Tibbers is great for pushing.

11. Tips and Tactics

-Normal attacks are safer for harassing than spells. This is especially true when you are laning early on.
-Lizard Buff + Tibbers = continuous massive damage.
-If you have mana for tibbers but is low on mp, just use Tibbers to kill Ancient Golems. 
-Tibbers has a pretty low cool-down with this build, using him for jungling is often not a waste.
-When pushing a tower and no enemy champions are around, farm the minions behind the tower instead of just aiming for the tower.

12. Calculations:

Calculations for cool-down reduction path:
This guide uses the cool-down reduction path. 
The problem with this path is high mana consumption. It does have very high damage output. 

The Mastery will give 9% cool-down reduction. The Runes will give about 5%. 
The damage boost from this is 100%/(100%-14%) = 100%/86% = 1.162
Meaning you get a 16.2% damage boost

Nashor's Tooth adds an extra 25% cool-down reduction. The damage boost resulting from this is:
86%/(86%-25%) = 86%/61% = 1.409
Meaning you get a 40.9% damage boost

The 16.2% damage boost x 40.9% damage boost results in 63.7% damage boost
Given by:
1.162 x 1.409 = 1.637

This is very close to the cap which is a 66.6% damage boost.

I will do calculations based on what kind of damage you get for having Nashor's Tooth's CD reduction. Not including Nashor's Tooth's AP boost.
In order to gain a 40.9% damage:

Disintegrate does 280 damage at lvl 5
280 x .409 = 114.52 magic damage
114.52 / .6 = 191 AP needed

Incinerate does 325 damage at lvl 5
325 x .409 = 132 magic damage
132 / .6 = 222 AP needed

13. Conclusion:
The CD reduction path gives much more damage than the AP path.
